I appreciate of course that this creates a difficulty in

regard to the land development. This difficulty, however,

could be got over by an agreement that the proceeds of land

sales be deposited in the joint names of the Government and

the Promotore and th: t in the event of the construction of the

tra.way not being proceeded with in accordance with the agreement

or Bill as the case may be, the proceeds belong to the Govern-

ment. On the other hand, directly a substantial commencement

has been made on the construction of the tramway, the proceeda

would go to the Promotors. This arrangerent is only to assist

the immediate development of the land, although probably until

the traway was built, land sales dght be negligible.
